Phosphide. P-3 is phosphide, (PO_4)-3 is phosphate. In fact, anything ending in an "-ate" has oxygen in it as well as whatever element comes before the "-ate." Carbide = C-4, cabonate = (CO_3)-2, nitride = N-3, nitrate = (NO_3)-, bromide = Br-, bromate = (BrO_3)-, an so forth.

Cobalt (III) Phosphide...like carl said if it was Cobalt (III) phosphate, it would be a polyatomic ion: PO subscript 4 ^-3
