mostly on charge based attraction (ionic), depends the solvent. If your question is dissolving in water, mostly hydrogen bond i think (as said by crazy4christj)

a polar solvent has a negative and a positive end. The anions (negative) will attract to the positive and the cations (positive) will attract to the negative ends. basically the ionic substance will dissociate into anions and cations. These cations and anions will attract to the opposite charge of the polar substance..
