I'd go with (A), bimetallism. The guy in the cartoon is William Jennings Bryan, a Democratic candidate for President back in the late 19th century, and he's being made fun of for his "Cross of Gold" speech against the gold standard claiming that it was a "crown of thorns" on everyone's brow "crucifying" them on a "cross of gold." He was also a supporter of a "free silver" standard which bimetallism is related to. People were also upset that he used the Bible in his politics, hence the cartoon.
