However, the line you need to write goes through a different point on the y axis than the original line, y = 7x - 4. Your new line has the same slope, 7, but a different "crossing point" on the y axis, which is what the intercept is.

The problem tells you that it crosses at point (0,6). And your line format is y = mx + b where m is the slope and b is the value of y at the point of the y intercept... in other words, for the point (0,b), then b is the y intercept that goes in the equation. you told me (correctly!!) that your slope needed to be 7 and they tell you the y intercept is (0,6), so your y intercept for the equation is 6 Can you write the new line equation now?
