Did the three-fifths compromise say that for every five slaves only three would be taxed, or did it say one slave will taxed as three-fifths of a person?
for population reasons 3 out of every 5 slaves would be counted.
when it comes to state representation the state gets so many representatives due to population and so the slave states wanted the slaves to count as people, but non slave states said that wasn't fair because the slaves weren't being counted as people for anything else, so they had to compromise to count 3 out of every 5 slaves as a person
