Alright. I'm going off of common sense, so my thinking may not be completely true. Anyways, i think it's B because the other's don't seem to make any sense if your thinking from a broader perspective. If it's not right, I'm sorry. Just trying to help out as much as possible! :S

I'm also going to go with (B). For example, when Hurricane Katrina hit New Orleans several years ago, a curfew was declared to try and limit looting.

The reasons that the others don't make much sense is that food distribution wasn't limited to "peaceful" people - it was there for as long as people needed it, but even then, there were issues. And no weapons were distributed to for self-protection which leads to why (D) doesn't work, either. Police and eventually the National Guard were called in to try and control looting and keep the peace, later helping to find survivors. 

When Hurricane Isaac hit Louisiana again in August, another curfew was implemented to control any potential looting.
