None of these are true. But it's a dumb question anyway, since if Roe v. Wade were reversed, that would send the power to regulate abortion to the states -- not Congress. If the Supreme Court does not have the power to regulate abortion (because there isn't any statement about it in the Constitution), then neither does Congress, by virtue of the Tenth Amendment.
