A comma before, or after the ending of double quotes?

Are you in America or outside of it? If you are, the comma is going to always come before closing the quotation. If not, then it depends on the sentence.

I am in India and follow British English.

Then I'd have to see the sentence. Are you quoting someone else's words?

Yes.

Then the comma would come after.
