tor on Q=foorce*distance 3=f*0.1(100mm=0.1) f=3/0.1 f=30 this is force on Q as friction neglegible f on P =force on Q tor p=f*distance tor=30N*0.15m (150mm=0.15m) tor=4.5Nm may be i am wrong

we hve learnt only torque formula, and the moment formula is = force * perpendicular distance for the pivot

You use radius for sure, because torque is based off the lever arm. It's mounted at the center and you apply torque at the outer ends of the pulley.

Think of it like a door. The hinges are at the center of a circle that the door sweeps out when you push it.
