They're asking me to describe a situation when the angular acceleration of a particle on a phonograph turntable is zero, but the centripidel acceleration is not.

Steady rotation of the turntable describes what you need: all (fixed) particles on it will have zero angular acceleration. Their linear acceleration will be purely centripetal (no tangent component).
