Will the inequality says that x<3.8 This means that X HAS TO BE lower than 3.8 in order to be true!

Well , I am not 100 % sure, but when you check an inequality, it makes sense to substitute in a value for x. In this case, you could do 3.8. It would look like this: \[-10(3.8)\ge -38\] This is true. You might want to check this for further explanation: http://www.youtube.com/watch?v=9Aw6NO60NxU
