No. The newspaper must get permission or cite sources when using someone else as a source. Yes. Newspapers have special allowances regarding the sharing of information and images. It depends on the situation. If the image is smaller than 24 megapixels, it is copyright free. There is no law that covers the use of visual media among different news organizations.
