nope - the first bit must be between 1 and 10

no, I'm afraid not. In order for a number to be in scientific notation, three must be only 1 number before the decimal. Example: 5.69 x 10^3 is in sci. not., but "56.9 x 10^3" isn't.

correct is 1.19 x 10^-1
