\(9\pi = 28.26\) since we are to use 3.14

18 (which is the perimeter of the three side) + (3.14x6)(for the perimeter of the whole circle) divided by 2 to give me half the circle =27.42 ?

Whoops. I forgot the figure. The diameter is 6. 6 + 6 + 6 + 3pi = 18 + 3pi = 27.42 You got it! I managed to forget what we were doing! Sorry about that.
