How did the United States respond to the international problems of the early-to-middle 1930s, such as Japan’s attack on China, Italy’s invasion of Ethiopia, and the Spanish Civil War? A. It joined the League of Nations and urged it to stop aggression. B. It claimed that Japan and Italy had violated the Monroe Doctrine. C. Congress passed the Neutrality Acts. D. It proposed creation of the United Nations.

The US never became a member of the League of Nations and the Monroe Doctrine played little to no part in the US' actions to the increasing aggression in Europe and Asia. The United Nations were formed after WW2, so it doesn't fit, either. With that in mind, I'd go with (C) Congress passed the Neutrality Acts. After its experiences in WW1 and thanks to isolationist sentiment (which also kept it out of the League of Nations), many didn't want to plunge the US into another world war.
