When you are solving something like this, you have to convert them to the same format. In other words, they must ALL be fraction, decimals, or percents. Decimals are the easiest.

the 25% doesnt make any sense to me .....

A fraction is simply a division equation, so you solve 2 divided by 4.

they want you to use it as a decimal in this problem i agree; but it still makes no sense
to make a decimal out of a percent, you don't have to calculate anything (that's what I was implying). Take 25% and all you have to do is add a decimal before the number and drop the percent sign. 25% ----> .25
the price is reduced by 25%; therefore if the price is $12, is it reduced by .25? and we buy it for $11.75
no, we would pay $9
then it is not reduced by 25% ... if 25% is just a decimal: .25
reduced by = minus $12*25% or 0.25 = 3 subtract the $3 from the $12 $9
you see my point tho; how are we spose to say that 25% is least or greatest in this construction by stating that 25% is a decimal? it makes no sense in this question is all
I didn't say it "was a decimal", I said it "is just a decimal with a different sign" (implying that you don't need to further calculate it as you would for a fraction to a decimal)
25% is .25 because it's the original "25" with a decimal point instead of a percentage sign.
by the way, the answer is .2, .25, .5, 2.5
there is no "25%" on a number line :)
