The angles are equal, but the sides are not equal, but ARE in direct proportion, so, the hexagons are similar (though NOT congruent). They would have been congruent if the sides also were equal.

When you went from point P to point Q, you went down 5 and over to the left 2. So, from point V, go down 10, and over to the left 4.
