A fair number were transported involuntarily, because they were aristocrats or at least gentle, or women, who had committed crimes that in a lower class or male criminal would have gotten them hanged. It was a way to "kill" someone -- remove them from English society forthwith -- without the messy unpleasantness of actually killing them. They might even make good in Australia and return. If you mean why have English people in Australia at all -- Great Britain at the time was a great naval power, with its economic growth completely depending on trade by sea, and hence with a very strong interest in protecting the sea routes against predation by pirates or other nations. They had a huge and highly effective blue-water navy for that purpose. But in those days of sailing ships, a big navy needed numerous bases around the world to be effective -- harbors to refit, places to resupply, repair, recruit new crew, coordinate communications. So Great Britain had many small bases and colonies all around the world, including Australia.
