I'd probably go with the first choice -- that they sent large armies to occupy heavily fortified defensive positions. And there they would sit doing partly what T0mmy described by wearing down the other side with sheer attrition. One of the things remembered from WW1 was the extensive use of trench warfare and the stalemates that it created. It forced both sides to think of new ways, such as the development and use of tanks and improved artillery tactics, to break the impasse. The other choices make a lot more sense in terms of WW2 with the advent of blitzkrieg, advanced bombers, and a growing emphasis on air power.
