Well, from the phrase "fully many" this means the same thing as almost all, so I think it'd either be the first or second option because of the word "many" in them. Now, when we look at the other part of the line, "a flow’r is born to blush unseen" what it's saying cant really be rephrased. But, it's saying that many flowers are born and blush, or bloom, and go unseen. So, do you think its talking about people die young (does it say anything about dying?) or do you think its talking about many talents are left undiscovered?
