If you have a simple "greater than" sign or "less than" sign, you use an open circle. If you have "greater than or equal to" sign or "less than or equal to" sign, you use a closed circle.

In a simple inequality: If the answer is greater than or greater than or equal to, shade to the right. If the answer is less than or less than or equal to, shade to the left.
