due to hydrogen bonding C3H8O should be able to dissolve easily in H2O rather than CH4

Remember: like dissolves like. Isopropanol and H2O are both quite polar since they contain hydrogen bonding so they will dissolve well together. CH4 is completely unpolar, pretty much as nonpolar as you can get so it won't dissolve isopropanol at all.
