Why is f(t)= 5t-2*cos(5000*pi*t) not periodic? Does it not stay at amplitude 2 to-2 and oscillates forever?

Yah so the cosine part is doing the wave. Back and forth back and forth, periodic yes. But then the 5t is linear, causing the wave to move upward.

That 5t causes a vertical pellet thought depending on the value of t.

Yah periodic would mean it REPEATS. Yes the PATTERN is repeating, but the values are not. The values keep getting larger and larger. I can see how that might be confusing though :)
