well you have for the permutation, for the first digit 4 choices, for the second 4, the third 3 and... so you have 4.4.3.2.1 in total. if you want 2 to be the second digit we have then 3 choices for the first element.1 for the second(it's 2).then 3 for next one and 2 for next one so 3.1.3.2 so a/b 3.1.3.2/4.4.3.2.1=3/4^2=3/16 so 3+16=19
