what I don't get is increased or decreased. That's relative so you probably had a previous question. But its definitely in the concentration of ions..

the only important thing here is that pH relates to the concentration of H+ (e.g. pH=-log[H+]). When the pH increase the concentration of H+ decrease. at pH 9 it is decreased compared to pH 7.
