Perimeter is only the outside distance. When it gives you the measurement 8 in the first figure, apply it to the base of the figure. to find the x we can apply the two measurements from the smaller figure to make a proportion. 3/4.5 = 8/x 3x = 36 x = 12 now add up all the sides applying the 12 measurement only to the base of the figure.

Sorry if I confused you with the wording. I simply meant when you add up all the sides, don't add the 12 twice. It only counts for the base.
