why does salt water evaporate slower than fresh water?

You can think of the salt dissolved in the water. The water is stuck to each of the ions in salt because of its electronegativity. This requires extra energy compared to simply overcoming the weak forces between water molecules. You could also think of the fact there are more things in the water to absorb the heat so less energy gets transferred to the water molecules
