Oops, sorry -4 :P Didn't see the negative sign!

It is actually called a "minus" sign, but you are correct the y-intercept is -4.

One more minor point please include parentheses, for the sake of clarity, when you write your answer y = (3/2)x -4 or format it as $$y=\frac{3}{2}x-4$$
