No, it's D because the balance went below $2000 at some time during the month.

It's D because his balance fell below 2000 when he wrote the 750 dollar check.

The bank is saying "we won't charge you as long as there is always $2000 in the account." At one point, there was less than $2000 in the account, so the deal is off.
