My answer is:

You use an open circle when when the point does not equal that value, like if you were doing x>0 or x<0. And you would use a closed circle when it has a equal sign like ≤  or ≥ . You shade to the right if its greater than, and left if its less than.

Am I right?

It's a little wordy.  Maybe, "An open circle indicates the value circled is not included in the solution set."

You're good.  Usually, shorter is better, but you know what your teacher will like.
