what does mean by :" The reverse rate would be greater than the forward rate" ?

if the reverse rate is greater than the forward rate, the system is most definitely not at equilibrium. Equilibrium is achieved ONLY when the competing rates are equal. If you have one rate faster than the other, the system must be in the process of moving to RESTORE equilibrium, but is not currently at equilibrium
