The operon consists of a promoter, which tells the RNA polymerase where to attach and start transcription; the operator, which controls the initiation process, and the regulator gene/repressor, which either attaches to the operator to cut off transcription ('OFF' position), or is removed by the presence of specific substrates ('ON' position).
