When you are trying to solve a system you are looking for the points the two lines have in common. So if the lines are parallel you are looking for something that doesn't exist because parallel lines have no points in common. So we say that the system is inconsistent.

No. In math, sometimes you have to reason stuff out and sometimes you have to learn stuff. This is a case where you have to learn something. Inconsistent means the lines are parallel. You must memorize it.
