Is it ever okay to use a semicolon before and? It's in the novel I'm reading for class, and I want to know if the writing is outdated or there are more rules to semicolons.

I think it is okay in some cases, it just depends on the sentence really.

The ball was thrown to me; I threw it back. I believe that the semicolon is to REPLACE if, and, and but.

Taken from Frankenstein by Mary Shelley: I dreaded to behold this monster; but I feared still more that Henry should see him. (Volume I Chapter V) Why was this okay or is this writing just out dated?

That was because language back then isn't like it is now. You know how we make fun of Shakespeare? Well, that was the basic language of that time.
