It means where. Consider the usage in Romeo and Juliet. "Wherefore art thou Romeo?" If it means why, then Juliet is asking "Why are you Romeo?"

@HereticHalloran Exactly, she is asking why is Romeo, Romeo. Because she is a Capulet and he is a Montague. She is distressed because they are separated by their family's feud, and she is asking(not literally why his name is Romeo) why is he a Montague, why are they not meant to be together. Wherefore means why. So option d is definitely the answer
