Probably you're confused about uniform circular motion.... Imagine a rectangular coordinate system, place an elastic rod with one end fixed origin at an angle of "A" radian(acute) from x - axis.Imagine a force acting perpendicular to this rod and another force parallel to this rod.The perpendicular one always tends to change angle(which is initially "A" radian) and parallel one tends to change magnitude/length of rod. Now in the case of uniform circular motion length of rod is fixed.let a bob is attached to the free end(assume rod to be massless),as this is a rigid system if we provide velocity to bob let say "V"( assume tangential velocity) then forces along the rod will give a centripetal acceleration which will initiate a pull of bob towards origin becoz of tis pull it aquires a velocity \[dv\] alon the rod.now becoz of it's free motion perpendicular to its force it will continue to move and subtends an angle of \[d \theta \] in time \[dt\] at origin.now again when these velocity are added vectorially( dv and "V" at older position of rod) this will give new velocity which has same magnitude but different direction at new position that how the whole kinematics & dynamics work when forces are perpendicular to the velocity.
