There was a strong history of anti-Semitism in the countries the Nazis occupied and the propaganda encouraged many non-Jews to support the efforts. The style of propaganda used by the Nazis implied that violence would be used against all peoples who hindered their efforts. The Jewish people in Nazi-occupied countries had dominated European culture for centuries, and the propaganda encouraged non-Jews to take revenge. There was a long history of Jewish support of the Allied efforts in Europe, and Nazi propaganda reminded non-Jews that the Jewish people were against them in war.

I'd probably go with the second answer -- the style or propaganda used by the Nazis implied that violence would be used against all peoples who hindered their efforts. Not every country that the Nazis occupied had particular axes to grind with the Jews or any other group in general. But a lot of people stood by as Jews and other "enemies of the state" were taken away to concentration camps out of fear that they might be next. The Nazis heavily implied through their propaganda efforts, enforcement of laws, and secret police that anyone -- not only Jews -- that threatened the State would be dealt with harshly. That's my guess, at any rate.
