In the election of 1868, African American voters in the South were more likely to be able to vote than those in the North. Which of the following best explains this how this happened? Southern whites encouraged African Americans to vote because they were likely to support the Democratic Party. There were more African-American voters in the South, so it was harder for Southern whites to keep them from voting. Southern states were forced to guarantee the right of African Americans to vote by law, but many Northern states did not yet have such laws in place.
