Well, technically there's an infinite number of steps between each note because all you have to do is change the frequency slightly to get a different pitch, but instruments don't work like that so strictly speaking in music theory the smallest interval is a half step.

Correct! A Half step is the smallest. You move (on a piano) from flat to normal to sharp. Each of those is the same note with a slight half step difference.
