So to your second answer I think, No. Viable electric cars are still many years into the future, hybrid cars are currently a big con, they are far to expressive, they are not economical.v It's a free market. If someone can build a car that is electric and make money doing it, they will be successful. Making someone do something rarely works out for the best. There are some companies out there making electric cars. I know Honda was, but I'm not sure if they still do.
