It's an easy one, actually. Since the "9" line is right to the "12" line, you know that it also bisects the "12". Which means that you have a right triangle with a long leg of 9, a short leg of 6, and the hypotenuse of that triangle would be the radius of the circle - which also just happens to be what "x" is.
