HL theorem states that if the hypotenuse and a leg of a right triangle are congruent then the two triangles are congruent.

In Triangle I - We know they are right triangles but it is not apparent from the drawing that the hypotenuse are congruent. We have to prove something elseb4 we use the HL Theorem.

In Triangle III - Same thing.

But in Triangle II we can straight away use the HL theorem to prove the congruency in one single step. So Answer is B
