regulate, to have some sort of rules by an official body. The sale of alcohol is regulated means that some official body is somehow controlling the sale of alcohol. In this example, it has to do with how most governments tax and limit the sale of alcohol. In other things, like sports, the official body is usually some private organization that people recognize.
