I'd probably go with the last one, that a communist nation would have few leaders who typically have different views on government. Most of these leaders usually share similar views, such as the leadership of the Politburo in the former USSR or the one for China with marginal variations, but all are usually unified in doing the same thing by maintaining the status quo of the Party. (B) rarely applies such as it does in the case of North Korea which started out with communist ideals only to eventually develop their own nationalist ideology (juche).
