it kinda helps but from what i understand .. it usually says 1degree< 2degree< 3degree when it comes to where the positive charge lies on the structure..... im wondering are the vinyll carbons allyl carbons and benzylic carbons a part of that order??

carbon stability has to do with only benzylic carbons, Vinyl & Allyl have to do with Carbonium Ions, so no they don't only benzylic carbons do.
