True of False if a parallel resistor is added to a circuit, the circuit must always equal the total available voltage or emf.

I think that would be true. From one end of the circuit to the other, there is that entire voltage difference. If you add a resistor in parallel, then the same voltage would be across it and the circuit. That would be all the available voltage across the circuit. It will be unchanged if that circuit is simple, like in the pictures I'm about to draw!
