look at your picture, you will see the x intercept is -1 and y intercept is 4. that means the line passes through the points (-1,0) and (0,4) to me, I plug those point into the inequation you have, which satisfy that equation is the solution I pick 6x -y <-3 now plug point (-1,0) I have 6* (-1) - 0 = -6< -3 true, now plug point (0,4) I have 6*0 - 4 = -4 < -3 true, therefore, the inequation 6x -y < -3 is the right one. It's the solution.
