if line is parallel to y=-8x + 14, its equation has to be y=-8x+c ---(1) now you have been given (-2 , 5). Put this point in equation (1). Get the value of 'c' now you have y = -8x + c (which you got) -- this is the equation.

c = -11 so, we can write y=-8x-11 or, y = -8x - 16 +5 take 5 to the other side and take common the rest that will be the answer
