i guess fair answer would be number of it's unpaired/paired valance electrons. ionization potential has effects and electronegativity too.

how close the outer shell is to being full, OR empty for example, Lithium(Li) has one valence electron, and thus is more likely to form an ionic bond with another atom, in order to empty it's outer shell.
