There is no restriction on x, so you need the portion of the plane where the restriction on y holds. So it is the region between the x-axis (solid line to include the boundary), and the line y=4 (dashed line, the boundary is not included).

Yes, the horizontal "strip" across the whole plane, from x = neg infinity to x= infinity.
The reason is that the inequality has nothing to do with x. There is no restriction on the value of x, only on the values of y. So every point in that "strip" satisfies the inequality... regardless of its x-coordinate.

@DebbieG I know you helped me with this yesterday, but I have to submit this online. The choices I have are a line with arrows on both sides, or a line with a dot on one side and an arrow on the other. Which line should I use for the y=0 and y=4?
